About the IPILC project.

The Integrated Programme to Improve the Living Conditions in Gulu (IPILC) was developed by the German Development Bank (KfW) and World Bank with the executing agencies National Water and Sewerage Corporation (NWSC) and Gulu City Council (GCC). The project began with a Feasibility Study and Preliminary Design carried out by Fichtner Water and Transportation (FWT) and its local partner M&E Associates in 2014/2015.
The IPILC approach aims to improve the environment  for the residents of Gulu through provision of integrated municipal services including development of water supply, development of new water sources, construction of a sewerage system including wastewater- and faecal sludge treatment plant, development of public, communal, and private sanitation, establishment of a solid waste management infrastructure, improvement of drainage in priority areas affected by flooding and development of Detailed Physical Development plans for providing planning security. NWSC and GCC are the Project Executing Agencies (PEAs).
The Project consists of three phases. Phase 1a, with measures that were implemented by a Technical Implementation Consultant (TIC) followed by Fichtner W&T and jointly financed by World Bank (WB) and KfW. Phase 1b measures, as well as Phase 2, being implemented by the Engineering and Institutional Development Consultant (EIDC) M/S Fichtner W&T, with the sub-consultant M&E Associates Ltd.

The Project consists of three phases: -

Phase 1a

with measures that were implemented by a Technical Implementation Consultant (TIC) and then by Fichtner W&T and jointly financed by World Bank (WB) and KfW

Phase 1b

Implemented by the Engineering and Institutional Development Consultant (EIDC) M/S Fichtner Water & Transportation with the sub-consultants M&E Associates Ltd and financed by KfW.

Phase 2

Being implemented by the Engineering and Institutional Development Consultant (EIDC) M/S Fichtner Water & Transportation with the sub-consultants M&E Associates Ltd and financed jointly by World Bank & KfW.
